
Dyer County Commissioner Kim Peckenpaugh Elected as TCSA President

Knoxville, TN [October 10, 2025] – At the annual conference for Tennessee County Services Association (TCSA) in Knox County (Knoxville), the TCSA membership elected Dyer County Commissioner Kim “Peck” Peckenpaugh to lead the organization as TCSA President for its 2025 – 2026 term.
TCSA has served and represented more than 1,800 county mayors, commissioners, and highway officials in Tennessee since 1954. Its purpose is to improve the operation of Tennessee county government and, thereby, the services counties provide to their residents.
Commissioner Peckenpaugh succeeds Henry County Road Superintendent Richie Chilcutt in the position. In his role as TCSA President, Peckenpaugh will work to advocate for county government on the state as well as federal level as part of the National Association of Counties (NACo). He will also lead the association in state legislative affairs affecting county governments across Tennessee.

“I’m excited to work with Commissioner Peckenpaugh over the next year as president of the association. Peck is humble, has a servant’s heart and has been very supportive of our association,” said David Connor, Executive Director of TCSA. ”He is in his third term as a county commissioner and has been active ever since he was first elected. He’s always there in classes and workshops, trying to learn more to be a better equipped leader for his county. For the association, he has stepped in to serve on boards, committees and wherever needed. He’ll be a great leader for the organization for the next year.”
