
TCSA Leaders Represent Tennessee Counties at 2026 NCCAE Meeting
[January 20, 2026] Nashville, Tenn. — Tennessee County Services Association (TCSA) President and Dyer County Commissioner Kim “Peck” Peckenpaugh, alongside TCSA Executive Director David Connor, recently attended the National Conference of County Associations Executives (NCCAE) Annual Presidents and Executive Directors Meeting in Washington, D.C., held January 14–16, 2026.
The annual NCCAE meeting brings together county association leaders from across the United States to discuss national trends, federal policy developments, leadership strategies, and emerging issues impacting county governments. The gathering also provides an opportunity for state association leaders to collaborate, share best practices, and strengthen their collective voice on behalf of counties nationwide.
As president of TCSA, Peckenpaugh represents all 95 Tennessee counties, working to ensure county officials have a strong voice in policy discussions and access to resources that support effective local governance.




“Commissioner Peckenpaugh’s commitment to counties extends well beyond Dyer County,” said TCSA Director David Connor. “He consistently works to represent Tennessee at the national level, making sure our county governments are heard, respected, and well-positioned for the challenges ahead.”
During the three-day meeting, Peckenpaugh and Connor engaged with county leaders from across the nation, participated in strategic planning discussions, and received updates on federal initiatives affecting counties. Insights gained from the meeting will help inform TCSA’s ongoing advocacy, leadership development, and support efforts for Tennessee county officials.
The Tennessee County Services Association is a membership-based organization that provides advocacy, education, and services to county governments across Tennessee. Through leadership engagement at both the state and national levels, TCSA works to strengthen county government and improve services for Tennesseans.
