
Strengthening Tennessee Counties: TCSA’s Legacy of Service and Support
Since its founding in 1954, the Tennessee County Services Association (TCSA) has been a cornerstone for advancing local governance across the state. Representing county officials from all 95 counties, TCSA focuses on advocacy, collaboration, and resource creation to empower county governments in their mission to serve citizens effectively.
Advocacy and Representation
One of TCSA’s foundational roles is ensuring that counties have a strong voice in state and national policymaking. With over 1,000 bills introduced annually in Tennessee’s General Assembly, many directly impact county operations. TCSA maintains a consistent presence during legislative sessions, advocating for policies that address the challenges counties face, from infrastructure demands to education funding.
Innovative Programs for County Growth
TCSA has spearheaded several initiatives to support counties. For instance, it played a pivotal role in the creation of the University of Tennessee’s County Technical Assistance Service (CTAS) in 1973. CTAS provides expert resources to enhance the efficiency of county governments statewide. In addition, TCSA established an insurance pool to reduce property and casualty insurance costs and a loan program to assist counties with capital needs—from building schools to purchasing emergency vehicles.
Member Services and Networking
TCSA hosts three major annual conferences: TCSA County Government Day, the Legislative Conference, and the Fall Conference and Trade Show. These events offer training, workshops, and opportunities for county officials to connect and share solutions to common challenges. Beyond events, TCSA partners with national organizations such as the National Association of Counties (NACo) to provide leadership training, financial management tools, and employee benefits, including student loan relief programs.
Driving Efficiency and Savings
Through partnerships, TCSA continually identifies cost-saving measures for counties. Recent initiatives include securing free Amazon Business Prime memberships for all counties, reducing operational costs, and enhancing efficiency.
