David Connor
TCSA Executive Director
Prior to coming to TCSA in January 2014, David served as executive director of the Tennessee County Commissioners Association. Before that, he served on the legal staff of the County Technical Assistance Service. He received his bachelor’s degree from Rhodes College in Memphis in political science and a law degree from Vanderbilt University.
Carol Engroff
TCSA Assistant Director for Administrative Services
Born in Lancaster, PA, Carol lived there until 2011, when she moved to the Nashville area. Her experience includes working with Fulton Bank until 1989.
After raising her sons, she went back to work in 2000 at the Lancaster Airport Authority, prior to becoming development coordinator for the S. June Smith Center/Foundation, a local non-profit that aids children with developmental delays. She joined TCSA in May 2014.
Tanya Todd
TCSA Assistant Director for Membership Services
Tanya joined TCSA in April 2021 with 34 years of experience providing a wide range of range of business functions including office management, finance, marketing, sales, research and development. She previously worked as the chief operating officer for Cannon Industrial Products, Inc. Prior to that, she worked at UT CTAS as the senior administrative assistant III for the training department.
Tanya concentrates on member programs and services available from TCSA and its affiliates, and the National Association of Counties.
