Public Surplus

Through a partnership with TCSA, Tennessee counties are eligible to list items with a reduced buyer’s premium, which will encourage competitive bidding on surplus items listed. With public surplus, buyers are responsible for all service fees, and it costs counties nothing to use.

As part of TCSA’s agreement with the company, public surplus also provides a 10% rebate of the buyer’s premium paid on each sale from Tennessee counties to your associations, so that we can continue to offer a high level of service at minimal cost to our members.

Since its launch in 1995, the Tennessee County Services Loan Program (TCSLP) has been a trusted partner for counties seeking cost-effective and flexible financing for capital projects. Designed to reduce borrowing costs, TCSLP collaborates with the Tennessee Municipal Bond Fund (TMBF), which has supported local governments since 1986. Together, these non-profit, self-supporting entities have provided over $3.8 billion in loans to Tennessee’s cities and counties, saving taxpayers more than $500 million in interest expenses.

TCSLP serves governments both large and small, offering loans for a wide range of projects, including schools, roads, utilities, public buildings, jails, and essential equipment. Loan amounts range from $21,000 to $100 million, tailored to meet the unique needs of each borrower. Programs include capital outlay notes and both fixed and variable-rate loans, ensuring cost-effective options for every project.

TCSLP leverages partnerships with service providers and financial institutions to negotiate lower fees and reduce issuance costs by pooling resources across multiple borrowers. Managed cooperatively with TMBF, the program is overseen by boards of directors comprised of local government officials, ensuring governance remains aligned with the interests of Tennessee’s communities.

More than 260 local governments across Tennessee have trusted TCSLP and TMBF for their financing needs. By providing customized solutions for governmental projects of all sizes, TCSLP continues to drive substantial savings and strengthen infrastructure across the state.
