Capitol Update: March 28, 2024
In a whirlwind week, the administration presented its appropriations amendment to the budget, several key committees wrapped up their business for the year and numerous bills that could affect counties were resolved.
After the Cities and Counties subcommittee closed last week in the House, the Property and Planning Subcommittee followed suit this week. The caption bill for a property tax cap that had been deferred to the final calendar of that subcommittee was taken off notice without being discussed.The issue is dead for this year.
In the Senate, the State and Local Government committee held a four-hour meeting on Wednesday of this week to complete its calendar and close for the year...

TCSA and its affiliates wish all our members and partners a happy Easter weekend. Our office will be closed tomorrow, Friday, March 29, 2024, in recognition of Good Friday. We will reopen Monday, April 1, for normal business.

TCSA's March 2024 Third Thursday Webinar Recording Featuring Disaster Resilience Resources Now Available
On Thursday, March 21, TCSA and Cooley Public Strategies showcased some resourceful programs and tools available to county officials for disaster planning and preparedness. Some tools showcased include the Flood Predictor Tool, Mesonet system, and the 'Resilient Tennessee Revolving Loan Fund' program.

CTAS: Effective Ways to Handle Disgruntled Individuals
In today's fast-paced and increasingly uncertain world, it is not uncommon to encounter individuals who are unhappy or disgruntled.
Such individuals can become a source of negativity and can have a demotivating effect on those around them. To counter this, it is important to know how to handle these individuals effectively and with empathy.
This course is designed to equip you with the skills and knowledge to handle disgruntled individuals calmly and professionally.
All classes will be held at 8:30 a.m. - 12:30 p.m. local time.

NACo: Creating Guardrails will be 'Essential' to the Success of AI
“Artificial intelligence has applications that are extraordinarily broad, and I think this is the source of this phenomenon of power in the times that we’re living in today,” said Arati Prabhakar, director of the White House Office of Science and Technology Policy. “Every application of artificial intelligence has a bright side and a dark side.”
As part of an executive order President Biden signed in October on the safe development and use of artificial intelligence, the Office of Management and Budget is putting together guidance on government use of AI, which is in the process of getting finalized, according to Prabhakar.
“This is a great opportunity to harmonize how we’re all putting in place the procedures for how government uses AI.”

UT SMART: Technical Assistance Requests for Counties to Combat Local Opioid Crises
As a part of the Institute for Public Service, the SMART Initiative strives to empower communities to implement and maintain prevention, treatment and recovery-related programs. The SMART Initiative employs a substance use response consultant for each grand division of the state (West, Middle and East).
Our consultants provide technical assistance to cities and counties to help overcome the opioid crisis. Services provided include developing opioid abatement strategies, assisting with grant writing and management, guiding community needs assessment and program evaluation, hosting stakeholder or community educational sessions or workshops, and anything else needed to fight the opioid epidemic.

NACo: Achievement Awards Extended to April 5th
The Achievement Awards program is a non-competitive awards program recognizing innovative county government programs in 18 categories covering a wide spectrum of county responsibilities. One outstanding program from each category will be selected as the “Best of Category.”
By participating, your county can earn local and national recognition. Achievement Award winners have been featured in local media and in County News.

Tennessee's Opioid Abatement Council Distributes First-Round Community Grants
Nearly $81 million going to programs for opioid remediation
NASHVILLE, Tenn.—Tennessee’s Opioid Abatement Council is releasing its first ever community grants totaling $80,936,057. Programs funded through the grants will support work in response to opioid addiction throughout Tennessee for up to three years.
Organizations from across the state designed programs and submitted 396 proposals during the OAC’s application period last fall. Council staff and members processed, evaluated, and scored the proposals. The Opioid Abatement Council debated and approved 116 grants during a meeting in Farragut on March 18.
