'Child and Adolescent Mental Health' Report from the Sycamore Institute Now Available

Nationally, child mental health indicators have been trending in the wrong direction for the last decade — exacerbated by the COVID-19 pandemic. Most children display signs of positive mental health, but conditions such as anxiety and depression have risen rapidly over the past several years. Although stigma certainly remains a barrier to diagnosis and treatment, the recent increases are partially explained by a greater willingness to acknowledge mental health challenges than in the past. 

The pandemic socially isolated children, disrupted routines at critical developmental stages, heightened family stress, and exacerbated disparities in access to mental health care — particularly for those who rely on school-based services.

This report synthesizes information from multiple data sources about the current state of child mental health in Tennessee. It is the start of a multi-part series examining relevant policies and programs striving to support children and adolescents.

Free Public Records and Open Meetings Training from the TN Comptroller's Office 

The Tennessee Comptroller’s Office of Open Records Counsel (OORC) is conducting three 2-hour training seminars in October for government employees, elected officials, media, and anyone who is interested in learning more about Tennessee’s public records and open meetings laws.

Open Records Counsel Maria Bush and Assistant General Counsel Seth May will lead each class through a variety of topics including public records laws and procedures, open meetings requirements, and exceptions to the Tennessee Public Records Act.

Qualifies for Certified Municipal Finance Officer, Certified County Finance Officer, and Utility Commissioner training credits.

To be considered for a County Success Story award, the project or achievement should demonstrate:
an innovative solution to a problem
• A sustained pattern of excellence in governance
• a best practice that increased efficiency in the delivery of county services or resulted in significant savings to taxpayers
• a new approach or the use of new technology to deliver services
OR
• Improved cooperation or coordination between county offices or local governments that resulted in enhanced delivery of services.

Gov. Lee Launches 'Tennessee Strong Families' Grant Program 

Tennessee Governor Bill Lee announced that applications are now open for the Tennessee Strong Families Grant Program, which dedicates $20 million to improve access to maternal healthcare and boost critical resources for mothers, children and families by supporting local nonprofits across the state, including pregnancy centers.

In the state’s FY23-24 budget, the Governor and General Assembly funded $20 million to create the Strong Families Grant Program and provide the opportunity for nonprofit organizations, including pregnancy centers, to partner with the state to provide support based on the unique needs of the mothers, children and families they serve.

Association of County Mayors Finalizes 2023 Regional Meetings

The Association of County Mayors has announced its fall 2023 regional meetings for county mayors, partners, and interested county officials statewide.

Tennessee's Unemployment Rate Sets New Record Low in July

Tennessee made history in July when the state recorded its lowest unemployment rate since the federal government began tracking the statistic in 1976. According to the Department of Labor and Workforce Development (TDLWD), the seasonally adjusted rate of 3.1% was 0.1 of a percentage point lower than the previous all-time low of 3.2%, a figure the state once again reached in June.

The latest Tennessee jobless number was 0.2 of a percentage point lower than the rate in July 2022. Unemployment numbers for the state have been at or below 3.5% since January 2022.

Comptroller's Office Releases July 2023 Revenue Reports

NASHVILLE, Tenn. – [On Tuesday, August 15], Tennessee Department of Finance and Administration Commissioner Jim Bryson announced that Tennessee July revenues were $1.65 billion, which is $153.5 million more than the budgeted estimate and $46.3 million more than the state received in July 2022. The growth rate for July was 2.89 percent.

“July total tax revenues exceeded our budgeted estimates and grew at a modest pace compared to this same time last year,” Bryson said. “Monthly gains were led by sales tax receipts reflecting June consumer activity and corporate tax payments. When combined, all other tax revenues declined compared to July 2022.

“Annual revenues for fiscal year 2022-2023 exceeded our original budgeted estimates, but totals fell short of the funding board’s revised estimate from last fall. Although collections..."

First Group Of Offenders Earn College Degree At Riverbend Maximum Security Institution

[Friday, August 11, 2023] - History was made Tuesday evening as five offenders became the first cohort to earn college degrees at the Riverbend Maximum Security Institution (RMSI).  Graduating with their Associate of Science in Business Administration from Nashville State Community College, the group joins over 200 other men and women who have earned a college degree behind the walls of a Tennessee Department of Correction (TDOC) prison.

Through partnerships with over 10 colleges and universities, TDOC offers degree programs across the state that allow offenders the opportunity to earn associate, bachelor’s, and master’s degrees.

“This is my favorite part of my job,” Rachel Riley-Coe, Assistant Commissioner of Rehabilitative Services, told the graduates. “I believe in the power of education.  With education comes perseverance, with education comes strength, confidence, critical thinking, and dreams of what could be.”
