The deadline to submit county success story nominations is next Tuesday, October 10, 2023.  

To be considered for a County Success Story award, the project or achievement could demonstrate the following:
• an innovative solution to a problem or a sustained pattern of excellence in governance
• a best practice that increased efficiency in the delivery of county services or resulted in significant savings to taxpayers
• a new approach or the use of new technology to deliver services

OR
• Improved cooperation or coordination between county offices or local governments that resulted in enhanced delivery of services.

TCSA Fall Conference Registration Details

Please note: if you have reserved your hotel room but have not registered for TCSA's fall conference in October, please take a moment to register now. This ensures TCSA has an accurate headcount for meals! 

TCSA Board Nominations Now Open

Interested in serving in the leadership of TCSA? There are opportunities this fall for you to get involved and serve your association. TCSA's nominating committee will be reviewing applicants and making recommendations on Wednesday, October 18th, during the fall conference for openings on the board.

There will be three openings for board members. Each of these positions will serve a three-year term. The openings are for:
  • an East Tennessee County Commissioner
  • a Middle Tennessee Highway Superintendent 
  • a West Tennessee County Mayor 
In addition, the association will be electing a second vice president. This position follows a rotation. For the upcoming year, the second vice president is scheduled to be a county commissioner from West Tennessee. 

The nominating committee also makes a recommendation for the Tennessee delegate to the NACo board.

These positions are then voted on by the entire membership at the fall conference. To be considered for a position, an official's county must be current in their dues to the association.

CTAS Hires New Emergency / Fire Management Consultant

Marc Alley, Emergency/Fire Management Consultant, joined CTAS in October 2023. Marc has served 30 years in Emergency Services. Prior to joining CTAS, Marc served as the Tennessee Field Representative for the Insurance Service Office (ISO). He worked directly with community officials in Tennessee and across the United States to help improve their Public Protection Class. 

In addition, Marc has served in multiple emergency services position through his tenure across all three divisions of Tennessee. These disciplines include the fire service, emergency management, communications, and emergency medical services. Marc also worked for the Tennessee Fire Service and Code Enforcement Academy as an instructor where he trained thousands of first responders. He holds a Bachelor of Science degree in Fire Administration from the University of Memphis and is a Licensed Financial Advisor.

OCTOBER IS CYBERSECURITY AWARENESS MONTH


October 2023 marks 20 years of
National Cybersecurity Awareness Month! 

As security education expands across organizations, so do the cyberthreats they face. In response, counties across the country are joining the NACo Cybersecurity Leadership Academy: a 12 week virtual course with the latest insights from industry experts and current CIOs/CISOs in the field, as well as the opportunity to network with cybersecurity professionals across the nation. It coaches participants on what it means to think and act as a cybersecurity leader. 

Throughout October, NACo is extending an Academy BOGO to every county in America. Your county’s first participant can join for $1,995, and a second participant can join for FREE! The next Cybersecurity Leadership Academy kicks off January 8, 2024.

Governor Lee, TDEC Announce More Than $26 Million for Parks and Recreation Projects as Governor Touts Conservation in Statewide Tour

On Thursday, October 5, Tennessee Governor Bill Lee and the Tennessee Department of Environment and Conservation (TDEC) announced $26,501,705.74 has been awarded to 32 communities across Tennessee for local parks and recreation projects as the Governor travels statewide touting conservation investments. 

“From Mountain City to Memphis, our state is blessed with natural beauty and rich resources,” Lee said. “These investments are critical in providing outdoor experiences for Tennesseans to enjoy for generations to come, and I appreciate the Tennessee General Assembly’s partnership in this effort.” 

Funding is made possible through the Local Parks and Recreation Fund (LPRF). Administered by TDEC’s Division of Recreation Resources, LPRF funds may be used for the purchase of land for parks, natural areas, greenways, and the purchase of land for recreational facilities.

Federal Railroad Administration Presents $23.7M Grant to TDOT

The Tennessee Department of Transportation (TDOT) has been awarded a $23.7 million Consolidated Rail Infrastructure and Safety Improvement (CRISI) Grant from the Federal Railroad Administration (FRA).

The grant money will pay for upgrading or replacing 42 rail bridges that are past their intended lifespan and need immediate repair or replacement. The bridges are located along 10 different short lines and in 12 different counties. Most of the structures are in rural areas.

TDMHSAS Announces First-Ever Assistant Commissioner Focused on Mental Health Services for Children and Youth

The Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS) is excited to announce the appointment of Beth Goodner as its first-ever Assistant Commissioner for Children and Youth Mental Health Services.  Goodner will lead a new division within TDMHSAS encompassing the department’s growing portfolio of mental health prevention, early intervention, treatment, and wellness programs for Tennesseans from birth to young adulthood.

Goodner has more than 30 years of mental health and substance abuse treatment experience working with children, adults, and families in the outpatient, inpatient, private practice, and home setting environments.  She joins the department after a decade at TrustPoint Hospital in Murfreesboro serving more than five years as Chief Executive Officer.

Tennessee's Unemployment Rate Sets New Record Low in July

Tennessee made history in July when the state recorded its lowest unemployment rate since the federal government began tracking the statistic in 1976. According to the Department of Labor and Workforce Development (TDLWD), the seasonally adjusted rate of 3.1% was 0.1 of a percentage point lower than the previous all-time low of 3.2%, a figure the state once again reached in June.

The latest Tennessee jobless number was 0.2 of a percentage point lower than the rate in July 2022. Unemployment numbers for the state have been at or below 3.5% since January 2022.

Comptroller's Office Releases July 2023 Revenue Reports

NASHVILLE, Tenn. – [On Tuesday, August 15], Tennessee Department of Finance and Administration Commissioner Jim Bryson announced that Tennessee July revenues were $1.65 billion, which is $153.5 million more than the budgeted estimate and $46.3 million more than the state received in July 2022. The growth rate for July was 2.89 percent.

“July total tax revenues exceeded our budgeted estimates and grew at a modest pace compared to this same time last year,” Bryson said. “Monthly gains were led by sales tax receipts reflecting June consumer activity and corporate tax payments. When combined, all other tax revenues declined compared to July 2022.

“Annual revenues for fiscal year 2022-2023 exceeded our original budgeted estimates, but totals fell short of the funding board’s revised estimate from last fall. Although collections..."

First Group Of Offenders Earn College Degree At Riverbend Maximum Security Institution

[Friday, August 11, 2023] - History was made Tuesday evening as five offenders became the first cohort to earn college degrees at the Riverbend Maximum Security Institution (RMSI).  Graduating with their Associate of Science in Business Administration from Nashville State Community College, the group joins over 200 other men and women who have earned a college degree behind the walls of a Tennessee Department of Correction (TDOC) prison.

Through partnerships with over 10 colleges and universities, TDOC offers degree programs across the state that allow offenders the opportunity to earn associate, bachelor’s, and master’s degrees.

“This is my favorite part of my job,” Rachel Riley-Coe, Assistant Commissioner of Rehabilitative Services, told the graduates. “I believe in the power of education.  With education comes perseverance, with education comes strength, confidence, critical thinking, and dreams of what could be.”

Reminder for the TCSA Fall 2023 Conference and Trade Show Registration

Tennessee County Services Associations (TCSA) has set the dates and location for the annual Fall 2023 Conference and Trade Show. Mark your calendars and plan to join us in Chattanooga on October 18-20th. Major highlights include adopting the Legislative Platform, Board elections, and county vendor services, as well as good exhibits. 

We are still working on finalizing the agenda for the conference and trade show with various breakout sessions, general session speakers, and other educational opportunities at the conference. We hope to have  the agenda of the various events available for everyone over the coming weeks.
