BEP Budget Estimates
For planning purposes, the state Department of Education each year provides local education agencies (LEAs) with BEP budget estimates that can be used as the LEA proposes its budget to the county commission for approval. In an effort to keep you apprised of budget figures the LEA will be using in drafting its proposal for the next fiscal year, the Tennessee County Services Association has once again posted those estimates on its website for your use. Keep in mind that these are preliminary reports and that the department will be updating those projections as they collect data necessary for calculating BEP totals for the new fiscal year. A final BEP projection is expected to be released by the department in July each year.

Basic Education Program (BEP) Task Force
In 2014, Governor Haslam announced the creation of a Task Force to review the Basic Education Program funding formula. As of 2014 the formula was a little over 20 years old. The last major changes to the formula (the so-called BEP 2.0 revision) were made in 2007. The Task Force met throughout the summer and fall before reporting back the governor later that year. The following materials are presentations given at the Task Force meetings and minutes of the meetings. There is also a copy of a column authored by TCSA Executive Director David Connor for the May-June 2014 issue of Tennessee County News, which reviews the background of legislation and litigation that led to the adoption of the Education Improvement Act of 1992 that established the BEP funding formula. The Task Force suspended meetings for a brief time following the resignation of then-Commissioner Kevin Huffman in 2015. The draft report of the Task Force is also posted here.
