2015 Metropolitan Government

• Amendment 3 to the Metro Nashville/Davidson County Charter conflicts with the state Contractors Licensing Act of 1994, which prohibits municipalities and counties from imposing on contractors licensed by the state any requirements in addition to those imposed by that act, and which prohibits municipalities and counties from discriminating against licensed contractors on the basis of their nonresidency within the county or municipality.  Amendment 3 is invalid to the extent it contravenes the general law of the State of Tennessee.  Opinion No 15-69 (October 1, 2015).
