2009 County Clerks

• A former city mayor is not authorized to perform marriages.  Opinion No. 09-123 (June 29, 2009).

• A pawnbroker has an obligation to conduct a criminal history background check before returning a firearm to the pledgor only when the pawn transaction is a “buy-sell” contract, and not when the pawn transaction is a “loan of money” transaction and the redemption is within the time prescribed in T.C.A. § 45-6-211. Opinion No. 09-50 (April 7, 2009).
